Mr. Spurlin brings over 30 years of experience to Salt River Financial Services Institution.  His duties include:  Conceptualizing and implementing financial management strategies to maintain acceptable minimum prudent standards for CDFIs with respect to capital and operating funds and other measures and ratios of financial health, along with establishing and implementing policy and procedures for the Institution to attain maximum efficiency and outstanding customer service.  Prior to joining SRFSI, Bill was the President of Fidelity One Financial, which provided homeownership guidance, credit counseling, credit rebuilding, savings education and loan program development.

 

In 2011, Bill was appointed by the Honorable Jan Brewer, Governor of Arizona, to serve on the Arizona Commission of Indian Affairs (AzCIA).  As a Commissioner, Bills duties will be to encourage a spirit of cooperation to guide the continuing government-to-government relationship between the State of Arizona, and Tribal Nations and Communities located in Arizona. As one of the nation's oldest tribal-state liaison agencies, AzCIA facilitates partnerships and educates the public and private sectors about the unique government-to-government relationships between Tribal, State, Local and Federal entities.  AzCIA remains committed to enhancing communications between the 22 Indian Tribes and Nation and the State of Arizona.

 

Bill graduated, Magna Cum Laude, from Eastern Michigan University in 2002 with a Bachelor of Science degree in Communication Technology.  Bill is also a member of Phi Sigma Pi National Honor Fraternity.

Lisa Deer

Lisa Deer currently serves as the Homeownership Services Manager for the Salt River Financial Services Institution (formerly a department of Salt River Community Housing Division) in Scottsdale, Arizona. During her six years with the Community, Ms. Deer has implemented various new mortgage programs for Community Members, including a comprehensive pre-homeownership financial education program. Ms. Deer brings over seventeen years of experience in mortgage lending to the Community which has allowed the Housing Division and Salt River Financial Services Institution to offer more options for future Salt River homeowners. She is a certified trainer in Building Native Communities and Pathways curriculum and Consumer Credit Counseling volunteer, as a certified trainer she has provided financial education workshops and credit counseling services for numerous Native Communities and Community Members.

Erika Yoshimura

Erika Yoshimura serves at the Finance Manager for Salt River Financial Services Institution.  She was raised in Arizona and attended both the University of Arizona and Arizona State University.  She has been working in the private, government and nonprofit sectors for over 13 years.  She has also been volunteering with nonprofit organizations for over 10 years.

 

Erika earned her Bachelor of Art from University of Arizona and a Post-Baccalaureate in Accountancy from ASU.  Erika is also a Certified Public Accountant (CPA).
